YESTERDAY NIGHT at six PM, the Minister of Magic signed new legislation enabling the hotly protested Civilian Security from Partial Magical Creatures Act, widely called the Half-Breed Act. This new act, drafted in record speed since the incident of last Friday, was given rapt attention by various Half-Breed rights groups and activists, prompting wide rallies and sit-down protests to begin since this Wednesday. 
The legislation was written in response to the startling events of last Friday the second, where various shops in Hogsmeade were targeted by members of the half-breed population. Two werewolves, identities unknown, had attacked the village of hogsmeade at three AM. Scrivenshaft’s Quill Shop, Dervish and Bangs, and the Three Broomsticks were among the most heavily vandalized stores, suffering damages such as broken windows, mutilation of the furniture, and a destruction of the shop contents. They were seen leaving the Three Broomsticks by Madam Rosmerta, who owns and manages the popular restaurant.
The magical community reacted with outrage to the serious vandalism, which resulted in the serious injury of two of the inhabitants of the village, who had gone a late night stroll, names yet unreleased. In response, the Ministry, pressured to action after a growing number of serious crimes involving the defacement of civilian property and murders of muggle folk nearby Wizarding towns and villages, wrote to action this new law.
“It is a disgusting breach of civil rights,” claims Allison Dirk, the head of the Organization for the Advancement of Half-Breed Rights and Welfare. “What happened on last Friday were the actions of two individuals, not two werewolves. It is no more ethical to prosecute the entire werewolf or entire half-breed population as it would be to incarcerate the entirety of the wizarding population due to the offenses of one wrong-doer.”
The Half-Breed Act stipulates a mandatory acquiescence to an England-wide registry of all half-breeds, focusing particularly on werewolves, vampires, and giants and half giants, and implements a twelve o’clock curfew. The act also retracts previously given job rights, giving the employer the choice to refuse any half-breed applicant due to their magical nature, overriding the Magical Occupational Equality Act of 1914. The most controversial aspect of the Half-Breed Act is the overriding of the Right for Process Act of 1764, the famous and highly respected trailblazer legislation which stipulated that no being of magical nature could be imprisoned or found guilty for any act or crime without given process of law, including an impartial jury and adequate time to argue a case for the defendant. The act now loses ground with the Half-Breed Act, which allows the court processes to be hurried so as to give a faster incarceration.
“We must consider the lives of our civilians and our children in these times,” he stated in the press conference, giving his sole comment on the controversial legislation. “It is not the correct setting for the Ministry to be lenient, especially when the alternative risks a larger mortality rate. We cannot afford to give up any ground on security in this age, and the Ministry stands by the decision to sign into action the Civilian Security Act.”
Though these comments sound confident, the backlash of this legislation is well apparent. Three well known and well respected members of the Wizengamot, Miranda Mirken, Delphus Rodes, and Geraldine Filister resigned in protest of the Act, citing that the legislation went further in restricting the rights of the population than any other legislation they had witnessed. In addition, the tensions between the half-breed community and the magical civilians, and the ministry in particular, is sure to rise
